If the charge is positive, the user's Special Attack is raised one stage. If the charge is negative, the target's Special Defense is lowered one stage. If the charge is neutral, the user attacks with an Electric-type attack, that deals Power-40, 100% accuracy and a 10% chance the target is paralyzed. |
